WIN’S NATIONAL STREETSCENE AND OPEN SPACE
BENCHMARK IS LAUNCHED!
Building on the success of the Waste Services Benchmark, a Streetscene and Open Space benchmark has been launched by WIN and the Association for Public Sector Excellence (APSE)
The Streetscene and Open Space Benchmark i s a national service, available for FREE to all local authorities across England. It will allow councils to identify areas for improvement through self-assessment, leading to an improved service for residents and increased efficiencies for the authority.
What is the benchmark and who developed it?
The benchmark is a self assessment tool that can be used to support improvement. The framework includes services relevant to street scene and open space and uses a continuum from basic to excellent against which councils can assess their own performance. It has been developed by a range of local authorities and national organisations including the WIN (Waste Improvement Network) and APSE (the Association for Public Service Excellence).
How can I use the benchmark?

Why should I use the benchmark?
This will help your council to identify areas for improvement by comparing it against a benchmark. Councils who have tested the benchmark have said,
“It captures the latest research and government guidance on street scene planning and maintenance, including the more difficult 'cross cutting' areas which are so important in delivering a joined up service.As such, I feel that it could become a very useful and valuable tool for any authorities that wish to evaluate and improve their street scene services.”
Where can I find out about procurement and contract management in the Streetscene & Open Space benchmark categories?
Procurement and contract management is already contained within the waste benchmark under ‘Contracting’ and this category will be applicable to the Streetscene and Open Space sector.
When will I be able to find out information on training?
The Streetscene & Open Space benchmark has 14 categories and WIN are developing a 15th category on training as part of a separate but related project.This will be published in due course.
